Municipal Construction Investment Enterprise (CSAMCO) was established according to Decision No. 50/QĐ-SC dated 29 January 2007 by the top management of the Saigon Transportation Mechanical Corporation (SAMCO), with business registration certificate no. 4116001007 dated 9 February 2007 from the Department of Planning and Investment. CSAMCO is an enterprise with SAMCO-dependent accounting and its business operations include:

- Investing in residential area, urban area, and industrial park projects;

- Warehousing and workshop, housing, and office leasing;

- Constructing public works including roads, stations, parking lots, river ports, sea ports, and embankments;

- Constructing civil and industrial works, water supply and drainage systems, irrigation systems, green parks, public lighting, traffic signals, and medium- and high-tension electric works
